I don't think that Eisenhower, Patton or MacArthur ever lived down this shameful deed. As pointed out the President did not want this, however, it was not the first time that MacArthur made his own judgement and overode the President. MacArthur was good and bad, like most of us. His general attitude towards Japan after the war was very good. The US could have treated them much more harshly, leaving an embittered foe. I think MacArthur prevented that.
